The Werra and the lock are classified as 1st order watercourses and are therefore under the maintenance responsibility of the Free State of Thuringia. An integral flood protection concept (i-HWSK) is to be drawn up for the above-mentioned watercourse sections. As part of the i-HWSK, deficits in flood protection are identified and named. Based on the deficits identified, optimised solution proposals are developed for those affected. Finally, the proposed solutions are used to develop variants for improving flood protection. Based on the results of a multicriteria evaluation, a preferred variant is recommended.
In contrast to the HWSK, the i-HWSK not only concentrates on technical measures, but also takes equal account of the other areas of action of flood risk management, in particular natural water retention, land and building prevention, information, behaviour and risk prevention as well as hazard prevention and disaster control.
In addition, all proposed structural measures will be analysed with regard to interactions with measures for the implementation of the EC Water Framework Directive.
As this is the first integral flood protection concept for the Thuringian State Office for the Environment, Mining and Nature Conservation, new methods were also developed, e.g. for determining the retention volume of a natural floodplain or for evaluating flood protection measures.
