Near the city of Forbach in the northern Black Mountains, southwest Germany, EnBW Kraftwerke AG operates the Rudolf-Fettweis-Werk (RFW), a hydropower complex comprising various components. Tractebel Hydroprojekt GmbH (formerly Lahmeyer Hydroprojekt GmbH) has been entrusted with the extension of this complex using the given hydropower infrastructure.

The extension comprises two independent pumped-storage schemes, the upper and the lower stage. The upper stage consists of an upper reservoir, the cavern powerhouse with water conduits and the Schwarzenbach dam as lower reservoir. The lower stage comprises the Schwarzenbach dam, this time serving as upper reservoir, the cavern powerhouse with water conduits and a subterranean basin connected to the RFW's balancing reservoir.
