The flood protection facility in the area of the former Borkum naval facility is managed by the Federal Institute for Real Estate Tasks (BIMA), which wants to sell this facility to the city of Borkum. For the sale, it was necessary to undergo a basic repair of the surrounding flood protection system. For this purpose, BIMA commissioned the State Construction Management Ems-Weser as general contractor.

At the end of 2016, Tractebel Hydroprojekt GmbH was commissioned by the State Building Management Ems-Weser to plan the renovation of the 1,100 m long flood protection wall, the five dyich shpers and the 1,400 m long black dike. In 2017, the refurbishment of the flood protection wall was carried out. The second phase, the restoration of the dike, was successfully completed at the beginning of 2020 (see also report nos 69 and 74).

The third and final section is the refurbishment of the five existing stalking plants in the flood defence wall. The object of the contract is the replacement of the stool systems as well as the equipping of these with manually operated flood protection gates as the first safety level and dam bars as the second securing level (emergency and revision closure). During the construction phase, flood protection and access for the residents behind the flood protection line was always to be ensured. Construction was scheduled to start in mid-March 2020. Due to the limited ferry traffic during the first corona-related shutdown, the contractor had problems getting material, containers, equipment, etc. to the island, as the capacity of the ferries was severely limited.

After initial difficulties due to unknown supply lines, the construction work was implemented quickly, so that the solid construction and surface fastening work on the scharten was completed at the end of November 2020. The installation of the gates took place at the beginning of December with the support of a guide of the gate supplier.

The handover to the city of Borkum is planned for the first quarter of 2021. The cooperation with local residents, accompanying authorities, the client and the city of Borkum worked smoothly.
